Biden’s Plan for Black America Includes Cannabis Reform

Former vice president and Democrat presidential candidate Joe Biden announced last Monday, May 4, 2020, its new campaign geared towards the African American community in the United States. In particular, Biden’s new campaign includes cannabis reform – decriminalizing the use of cannabis.

In a statement, Biden revealed his plans to “decriminalize the use of cannabis and automatically expunge all prior cannabis use convictions” as part of his Plan for Black America campaign.

Besides cannabis decriminalization, the presidential candidate also zeroed in on criminal justice reforms, particularly on policies and programs involving drugs in the nation. These include the huge disparity between the crack versus cocaine sentencing, which Benzinga notes are especially harsher for people of color, as well as the move towards abolishing death sentences in relation to these crimes. Moreover, The Boston Globe states that the new campaign also seeks to change the mandatory minimum fines paid by wrongdoers.

Rather than being penalized, incarcerated, and being treated inhumanely, Biden’s campaign website states that individuals should be given the chance to “get health care, education, and housing they need to successfully rejoin society after they serve their time.” As such, instead of cases being diverted to drug courts, cases will now be routed to treatment centers, shares Benzinga.

Despite the advances and changes by Biden and his inclusion of marijuana decriminalization under his new campaign, president of the Minority Cannabis Business Association Jason Ortiz feels somewhat disappointed with this half-baked effort.

In a statement to The Boston Globe, Ortiz said that “Considering the long violent history of the United States war on communities color, this plan is a half measure at best. True equity for our communities would include an admission that our federal government committed a massive crime through the war on drugs, and a plan to undue that damage and make our communities whole.”

Ortiz also emphasized the need for the United States government to release prisoners arrested for marijuana charges, as well as an investment in a cannabis community which will be owned and operated by people of color.

Cannabis Reform and other Aspirants

Prior to this campaign, Biden reportedly failed to uphold his stance on cannabis reform and legalization. In contrast, The Boston Globe states that the United States Senator Bernie Sanders, and previous presidential aspirant, intended to legalize marijuana in the whole country.

Though fully endorsing Biden as the Democratic party’s candidate, Sanders did not include cannabis legalization and reform on the list of issues he entrusts Biden to focus on should he take the presidency.

There are two FDA-approved drugs that include synthetic THC: dronabinol and nabilone. THC is the main psychoactive ingredient in marijuana and is also responsible for the drug’s high, addictiveness, and a wide range of side effects in the brain.
